Is it the first player after the big blind?

The small blind gets dealt to first.

The true term is"Under The Gun"

The small blind gets the first card. The last card always has to be given to the button. As far as the first round of betting, the person to the left of the big blind starts the action and the big blind is the last to act in the first round of betting. After the flop the person to the left of the button starts the betting.
