Alright, I'm not a gambler :-p But, I've been to the casino a few times when I was 21.I don't know what the bets are (maybe $5 and above), but regarding the chips: You sit at the table, put your money on the table. During the next round, the dealer will take your money and give you your money's worth of chips, and you begin to play.

Usually in a poker room, there will be a cage near the table, you give them the money and get your starting stack there. The dealers don't have a ton of chips at the table, since the players are playing against each other. As far as how much at a table, then totally depends on the stakes you are playing. The No Limit tables will have a maximum that you can bring to the table. Might be 300 at a 1/2 table. Ask before you buy in.
