The purpose of re-buy tournaments is to loosen up the action at the start. In regular tournaments, most people play very tight at the beginning and nothing happens for several blind levels unless two huge hands collide. With the safety net of re-buys, more players will get involved in pots with a greater variety of hands.The problem is probably that a.) you don't know proper strategy for playing re-buys (and yes, it's different than standard tournaments) and b.) you're playing at very low buy-in tournaments. Try a $50 re-buy tournament, and you'll find very few people pushing with junk hands just trying to get lucky and double up.
